Interim measures on the management of distributed photovoltaic power generation projects
Chapter I general provisions
Article 1 for the purpose of regulating the distributed photovoltaic power generation project construction management, promote the distributed photovoltaic applications, according to the law of the People's Republic of China renewable energy law, the electric power law of the People's Republic of China "and" administrative licensing law of the People's Republic of China, and the state council on promoting the several opinions to the healthy development of the photovoltaic industry, these measures are formulated.
Article 2 distributed photovoltaic power generation refers to photovoltaic power generation facilities that are constructed and operated in or near the site where the user is located, which are characterized by spontaneous self-use on the user's side, excessive power online and balanced adjustment in the distribution network system.
Article 3 all types of power users, investment enterprises, specialized contract energy service companies and individuals are encouraged to invest in the construction and operation of distributed photovoltaic power generation projects as project units.
Article 4 the competent department of energy under the state council shall be responsible for the planning, guidance, supervision and administration of distributed photovoltaic power generation nationwide. The local competent energy authorities shall, under the guidance of the competent energy authorities under the state council, be responsible for the supervision and administration of the planning and construction of distributed photovoltaic power generation in their respective regions; The agency dispatched by the state energy administration is responsible for the supervision of the regional distributed photovoltaic power generation planning and policy implementation, grid-connected operation, market equity and operation safety.
Article 5 distributed photovoltaic power generation shall implement the operation mode of "self-use, surplus power online, nearby consumption and adjustment of power grid". Power grid enterprises adopt advanced technologies to optimize the operation and management of power grid, so as to provide system support for the operation of distributed photovoltaic power generation and ensure the safe use of electricity by power users. Encourage project investment and operation subjects and power users in the same power supply area to realize nearby absorption of distributed photovoltaic power generation in various ways with the cooperation of power grid enterprises.
Chapter ii scale management
Article 6 the competent department of energy under the state council shall, in accordance with the relevant national plans for solar power generation, the development needs and construction conditions of distributed photovoltaic power generation in various regions, implement the total amount balance and annual scale guidance management for projects that require state funds and subsidies. Projects that do not require subsidies from state funds shall not be included in the scope of annual scale management guidance.
Article 7 the competent provincial energy authorities shall, in light of the development of distributed photovoltaic power generation in their respective regions, submit applications for the scale of projects requiring state funds and subsidies for the next year. The competent department of energy under the state council shall, based on the overall planning, coordination and balance of project resources, practical application and additional collection of renewable energy price in various regions, issue annual guidance scale to each region and make fine-tuning in the middle of the year according to the implementation situation of each region.
Article 8 the annual guiding scale of distributed photovoltaic power generation issued by the competent department of energy under the state council shall automatically become invalid if the unused scale indicator is not used within that year. If there is a large gap between the size index and actual demand in that year, the local competent energy authorities may apply for adjustment in due course.
Article 9 local governments at all levels shall be encouraged to reduce subsidy standards for distributed photovoltaic power generation through market competition. Priority should be given to supporting the construction of distributed photovoltaic power generation projects that are lower than the national subsidy standards.
